Salary cut during ‘no work’ period?

I am working in a contracting company which is a subcontractor for a project in Doha. Due to heavy rains last month, we could not work because the site was fl ooded and there was delay in clearing the water. The employer has extended the completion date and we are now working on it. The company management cut the salary for the last month as there was no work during the period of clearing water. Is it legal to do so? Can the employer reduce the salary for a period when there is no work?
